الْحِكْمَةُ الثَّانِيَةُ التَّدْرُّجُ فِي تَرْبِيَةِ هَذِهِ الْأَمَةِ النَّاشِئَةِ عِلْمًا وَعَمَلًا. وَيَنْضَوِي تَحْتَ هَذَا الْإِجْمَالِ أُمُورُ خَمْسَةً أَيْضًا:

أَوَّلُهَا: تَيْسِيرُ حِفْظِ الْقُرْآنِ عَلَى الْأَمَةِ الْعَرَبِيَّةِ وَهِيَ كَمَا عَلِمْت كَانَتْ أَمَةُ أُمَيَّةً.
